Business licences in the UAE: types, renewal and changes

A business licence is the permit that lets a company carry out named activities in the UAE. On the mainland it is issued by the economic department of each emirate, and in a free zone by the zone authority. The activity you choose decides the licence type. Caliph matches your activity, applies for the licence and looks after renewals and amendments.

Overview

Every company in the UAE works under a licence that lists exactly what it is allowed to do. The licence names the company, its legal form, its owners or manager, its address and its activities. Banks, landlords, customs and immigration all read it before they deal with you, so what is written on it matters as much as having one.

You do not pick a licence type from a menu. You pick the activity, and the activity decides the rest. Selling goods points to a commercial licence. Selling your own skill or knowledge points to a professional one. Making or processing goods needs an industrial licence, and travel and hospitality businesses fall under tourism. One licence can carry more than one activity, as long as the activities belong together.

This section explains each main licence type as it applies on the Dubai mainland, where the Department of Economy and Tourism is the licensing authority. Other emirates follow the same federal pattern through their own economic departments, and free zones issue their own licence categories. Caliph has formed more than 3,000 companies since 2020, and your consultant confirms what applies to your activity and emirate.

How to work out which licence you need

Describe what you sell, not what you call it

Tell your consultant how the business earns its money. Two companies with similar names can need different licence types if one sells products and the other sells advice.

Check who else must approve it

Some activities need a second authority before the licence is issued, such as a health, education, transport or aviation regulator. Knowing this early changes the order of the work.

Match the legal form to the licence

The legal form has to suit the activity. A trading business is usually a limited liability company, while a solo professional often holds a sole establishment.

Plan the office with the licence

A mainland licence is tied to an address. A consultancy, a shop and a factory need very different premises, so settle the licence type before you sign a lease.

Think about the years after issue

A licence has to be renewed and kept accurate. New activities, new partners, a new manager or a new address all go through an amendment.

From activity to licence

  1. Choose the activities

Your consultant matches your business to the official activity list and tells you which licence type follows from it.

  2. Pick the legal form and name

We agree the legal form, reserve the trade name and apply for initial approval, which confirms the authority has no objection to the business.

  3. Prepare documents and premises

The Memorandum of Association is drafted where the legal form needs one, and the tenancy for the company address is registered.

  4. Collect extra approvals

If the activity is regulated, the second authority's approval is obtained and added to the file.

  5. Licence issued

The fees are paid, the licence is issued and the company can start work on its listed activities.

  6. Keep it valid

Caliph keeps the renewal date on your schedule and files amendments when the business changes.

Questions people ask

How many types of business licence are there in the UAE?

Federal guidance lists six: commercial, professional, industrial, tourism, agricultural and crafts. Each emirate's economic department applies them in its own system, and Dubai also runs licence programmes such as the instant licence. Free zones use their own category names. Most new businesses fall under commercial or professional.

Which licence do I need for my business?

It depends on the activity. Trading and most commercial services need a commercial licence, consultants and skilled professionals need a professional licence, manufacturers need an industrial licence, and travel or hospitality businesses need a tourism licence. Your Caliph consultant checks your activity against the official list before you apply.

Can one licence cover several activities?

Yes. A licence may include more than one activity, provided they fit the same licence type and activity group. Activities that belong to different types, for example trading and consultancy, may need a different structure or a second licence. Your consultant tells you what can sit together.

Who issues business licences in Dubai?

On the Dubai mainland, the Department of Economy and Tourism issues, renews and amends licences, with applications made through the Invest in Dubai platform. Companies inside a free zone are licensed by that zone's authority instead, and the two systems have different rules.

How often does a licence have to be renewed?

A Dubai mainland licence is normally renewed once a year. The tenancy for the company address has to be valid first, and any approval from a second authority must still be in force. If the licence lapses, fines are added and government services for the company can be stopped.

Can I change my licence after it is issued?

Yes. You can add or remove activities, change the trade name, bring in or release partners, appoint a new manager or move to a new address through a licence amendment. Some changes also need an updated Memorandum of Association or a new approval.
