Dubai Civil Defence fire and life safety approval for your premises

Dubai Civil Defence is the authority for fire and life safety in Dubai. It approves the fire safety drawings for a building or fit-out, inspects premises for licensing and for completion, and issues safety certificates. Shops, restaurants, warehouses and factories are the usual cases. Caliph coordinates the approved contractors, the application and the inspection for you.

Overview

Fire and life safety approval is about the premises more than the company. Dubai Civil Defence wants to know that the place where your staff and customers will be can warn people of a fire, let them leave, and hold the fire back until crews arrive. It applies the UAE Fire and Life Safety Code of Practice, the reference that consultants and contractors design to.

How much you have to do depends on what you take over. A small shop in a mall that already holds its own approvals is a different job from a warehouse you fill with racking, or a restaurant kitchen with gas and extraction. When you change the layout, add partitions or change how the unit is used, the fire safety drawings usually need approval before work starts and an inspection when it ends.

The technical work is done by engineering firms and fire safety contractors approved by Dubai Civil Defence. Caliph does not replace them. We tell you early whether your activity and unit are likely to involve Civil Defence, help you appoint an approved company, keep its work consistent with your licence and tenancy, and make sure the certificate reaches the authority that asked for it.

What Civil Defence looks at, and how we help

Detection and alarm

Inspectors look at how a fire is detected and how people are warned. Buildings in Dubai are also linked to the Civil Defence control centre through the Hassantuk system.

Ways out

Exits, escape routes, emergency lighting and exit signs must be in place and clear. We flag a layout that blocks an exit before the drawing is submitted.

Firefighting equipment

Extinguishers and fixed systems have to suit the size and risk of the unit, and be kept working under a maintenance contract.

What you store and how

Warehouses and factories are assessed on the goods they hold, especially flammable or hazardous materials. Tell your consultant exactly what you will keep on site.

Kitchens and gas

Restaurant kitchens bring cooking equipment, extraction and often gas. These are designed and installed by approved specialists and form part of the inspection.

One certificate, several users

Civil Defence papers are often requested by the landlord, the licensing authority or another regulator. We send the valid certificate wherever it is needed.

What to have ready

  • Your trade licence, or the initial approval if the company is still being set up
  • The tenancy contract for the unit
  • The existing floor plan of the unit and the proposed fit-out layout
  • A clear description of what you will do and store on the premises
  • The appointment of a consultant or contractor approved by Dubai Civil Defence for the drawings and works
  • A maintenance contract for the fire systems
  • Any fire safety documents the landlord or building management holds for the building

The approved company you appoint will ask for technical details beyond this list. Your Caliph consultant confirms what applies to you.

How Civil Defence approval works

  1. We check the unit before you sign

Your consultant asks what approvals the building already holds and whether the unit suits your activity and your storage needs.

  2. An approved company is appointed

A consultant or contractor approved by Dubai Civil Defence surveys the unit and prepares the fire and life safety drawings.

  3. The drawings are submitted

The drawings go to Dubai Civil Defence through its online services. The approved company answers any technical comments.

  4. Works are carried out

The fit-out and the fire systems are installed to the approved drawings and tested.

  5. Civil Defence inspects

An inspector visits the premises. Anything noted has to be corrected before the certificate is issued.

  6. The certificate is issued and used

We add the certificate to your licence file and send it to any authority or landlord that requires it.

  7. Maintenance and renewal

The maintenance contract is kept current, and we put the renewal dates on your schedule.

Good to know

  • Responsibility is often shared. The landlord usually looks after the building's own fire systems, while the tenant answers for the fit-out inside the unit. Read your tenancy contract with this in mind.
  • Who approves a fit-out can depend on where the building is. Your consultant confirms the approving body for your address.
  • Companies that work in the fire and safety trade have a separate company approval service at Dubai Civil Defence.
  • Other regulators may ask to see a valid Civil Defence certificate as part of their own inspection.

Questions people ask

Does every business in Dubai need Civil Defence approval?

Every building and establishment has to meet fire and life safety rules, but not every licence application involves a separate Civil Defence step for the tenant. It depends on your activity, the unit and the works you carry out. Warehouses, factories, restaurants and premises with a new fit-out are the most common cases. Your Caliph consultant confirms what applies to you.

What does Dubai Civil Defence check during an inspection?

The inspector compares the premises with the approved drawings and the fire code: detection and alarm, firefighting equipment, exits and escape routes, emergency lighting and signs, and the way goods, chemicals or gas are stored. Systems are expected to be working and covered by a maintenance contract.

Do I need approval before I start the fit-out?

If the works change the layout or the fire systems, have the drawings approved before work begins. Building first and asking afterwards risks opening ceilings or moving partitions again. An approved consultant or contractor prepares and submits the drawings, and Caliph coordinates the timing with your licence.

Can Caliph submit the Civil Defence application for me?

Caliph manages the process around it: checking whether you need the approval, helping you appoint a company approved by Dubai Civil Defence, keeping the documents consistent with your licence and following up until the certificate is issued. The technical drawings and the installation are done by that approved company.

What is Hassantuk?

Hassantuk is a monitoring system that connects a building's alarms to the Dubai Civil Defence control centre around the clock, so an alarm is seen even when nobody is on site. Dubai Civil Defence describes it as mandatory for buildings and establishments in Dubai. Ask your landlord how your building is connected.

What should I know before renting a warehouse or factory?

Storage and industrial premises get closer attention because of what they hold. Civil Defence looks at the type and quantity of goods, how they are stored, and the fire protection that follows from that risk. Give your consultant an accurate list of products at the start, since it shapes both the licence and the fire design.
