Overview
Ajman is the smallest of the seven emirates and sits beside Sharjah on the Gulf coast. Its mainland businesses are licensed by the Department of Economic Development, Ajman DED. The department reserves trade names, gives the initial approval, documents the Memorandum of Association and issues the licence, which is valid for a year at a time.
Most of this now happens online. Ajman DED runs an e-services portal that uses UAE Pass, and in December 2025 it announced Go Business, a digital service that takes an applicant from trade name to licence, chamber membership certificate and establishment card in one flow. Lease contracts are authenticated by the Ajman Municipality and Planning Department before the licence is issued.
Founders usually look at Ajman for a modest first shop, a workshop, a small trading company or a service firm whose owners live in Ajman or nearby. It is a real alternative to Dubai when your customers are in the northern emirates. If most of them are in Dubai, weigh the daily travel and the address on your invoices before deciding.

Who issues mainland licences in Ajman?
The Department of Economic Development in Ajman, usually called Ajman DED. It reserves the trade name, issues the initial approval and the licence, and documents company contracts. Leases are authenticated separately by the Ajman Municipality and Planning Department.
Can a foreigner own a company in Ajman without a local partner?
It depends on the activity and the legal form. The UAE removed the general requirement for an Emirati majority partner in commercial companies. How is Ajman different from Dubai for a mainland company?
The licensing body is Ajman DED instead of DET, the lease is authenticated by the municipality instead of registered in Ejari, and chamber membership comes with the licence. Federal rules on tax, labour and immigration are the same. Ajman tends to suit smaller operations and owners based in the northern emirates.
Can an Ajman company do business in Dubai and Sharjah?
