Government approvals for regulated business activities in Dubai

An external approval is permission from the government body that regulates a specific activity, on top of the trade licence. Food, health, real estate, transport, education and media businesses in Dubai usually need one. Some approvals come before the licence is issued and others before you start operating. Caliph identifies the authority, prepares the file and follows it to the end.

Overview

A trade licence says what your company is allowed to do. For most activities that is the end of the matter. For others, the licensing authority does not decide alone, because a specialist regulator is responsible for public health, safety, property, roads or another protected area. That regulator has to agree first, or has to activate the activity afterwards. Dubai's business platform, Invest in Dubai, describes these as extra approval steps for activities in certain sectors.

The approval follows the activity, not the company. One licence can carry several activities, and each may answer to a different body. A beauty centre that offers non-surgical cosmetic treatments, for example, needs the municipality to accept its layout and the health authority to permit the treatments. Free zone companies are not exempt either. Several Dubai regulators issue a no objection certificate that the zone asks for before it grants the licence.

Timing matters as much as the list. Some approvals are needed at the initial approval stage, some after the licence when the premises are ready for inspection, and some again each time you add an activity, change a partner or move. Caliph puts these in order at the start, so that you do not sign a lease or begin a fit-out that the regulator later refuses.

How external approvals work

The activity decides the authority

Each licensed activity is linked to the body that regulates it. The exact activity wording tells you which approvals you will face, so we settle that before anything is filed.

Some approvals come before the licence

For certain activities the regulator must accept the applicant, the plan or the premises layout before the licence is issued. Without that, the application does not move.

Others activate the activity afterwards

In some sectors, transport being one, the licence can be issued with the activity not yet active. You may not operate it until the regulator's permit is in place, and starting early can lead to violations.

Premises are part of the approval

Layout drawings, fire safety and hygiene are checked against the actual unit. An approved layout normally cannot be changed without going back to the authority.

People are approved too

Several regulators register the individuals who do the work, through training, a test, a conduct certificate or a professional card. Approving the company is not enough.

Changes need a fresh look

Adding an activity, moving premises or changing partners can require a new no objection certificate from the same regulator before the licence is amended.

How Caliph handles your approvals

  1. We pin down the activity

Your consultant matches what you plan to do with the official activity list and notes every authority attached to it.

  2. We check the conditions first

Before you commit to premises, we go through what the regulator expects of the location, the layout, the owners and the staff.

  3. We prepare one file per authority

Forms, drawings, undertakings and identity documents are prepared and submitted through each authority's own channel.

  4. We answer comments and follow up

If the authority asks for corrections or more documents, we handle the reply and keep you informed.

  5. We link the approval to the licence

The approval or no objection certificate goes to the licensing authority, so the licence can be issued or the activity activated.

  6. We track renewals and changes

Permits that expire or depend on the licence are added to your renewal schedule, next to the licence itself.

Questions people ask

What is an external approval in Dubai?

It is permission from a government body other than the licensing authority, required because your activity falls under that body's rules. It may take the form of an approval, a permit, a registration or a no objection certificate. The trade licence and the external approval work together, and one does not replace the other.

How do I know which authority covers my activity?

The approval is tied to the activity wording on the licence. The Invest in Dubai platform shows the requirements linked to an activity, and each regulator publishes its own conditions. In a free consultation your Caliph consultant checks your activities and tells you which authorities are involved and in what order.

Do I get the approval before or after the trade licence?

It depends on the activity. Some regulators must agree before the licence is issued. Others inspect the finished premises or activate the activity once the licence exists, and many businesses have both kinds. Your consultant gives you the sequence for your case, so that the lease, the fit-out and the applications happen in the right order.

Do free zone companies need these approvals?

Often, yes. A free zone licence does not remove the role of Dubai's sector regulators. For real estate and transport activities, for example, the regulator issues a no objection certificate that the free zone asks for before it grants the licence. Rules vary by zone and activity, so your Caliph consultant confirms what applies to you.

Can I start trading while an approval is pending?

Not in the regulated activity. Operating before the permit or registration is in place can lead to violations, even when the licence has been issued. Other activities on the same licence that need no extra approval can usually begin. Ask your consultant which parts of the business can open first.

What happens to my approvals when I change the licence?

Regulators generally want to be asked before a change is made. Adding or removing a regulated activity, changing partners or managers, moving premises or altering an approved layout can each require a new approval or no objection certificate. Caliph checks this whenever you request a licence amendment.
